Amazon found my previous account that was suspended
 

I got a message from amazon,i had a previous account that was suspended so I opened a new one, what do I need to send to re-activate this new account.

You have absolutely no chance unless you get the other account unsuspended.

Start a new account and do it correctly next time.

Or, as is usually the case with amazon, give them what they asked for. You need to give them one of the documents they requested proving that you no longer have anything to do with that account. Tbh it sounds like you have no idea what you're doing so the odds of getting rid of this problem is slim to none (even if you know what you're doing the odds of solving a problem like this is unfavorable). They're not asking you to say something, they want a legal document.

Account is toast, don't give them anything.

Start a new account.
