Does anyone know what handling cut off time does? Fbm

Normally I have it set to 5pm, but I changed "Order Cut-off Time" to 1am. Unless I don't understand this correctly, any order that comes in after 1am would need to be processed the next day? Well, all the orders that came in today still required to be shipped the same day(today). What am I doing wrong or don't understand? I changed the setting over the weekend so it should of propagated...
