It's only this one buyer. Amazon have removed the claim from my metrics and I have reported him to Royal Mail.

It continues. I had to contact the care hope he is in to try and get him to stop buying.

if the buyer claims too many INR,his buying privilege could be suspended,this is how Ebay handles it.
A buyer in rural Mexico will buy cheap trinklets on EBAY ,sellers would just ship with no tracking,then they were stolen and buyer filed too many cases and Ebay suspended her buying privilege.
There are also sellers who think shipping USPS priority to Mexico will have tracking,No,and they lose as well in INR dispute.
Some said shipping to Russia and throwing the item in the trash can produce the same results
