Changing Shipping in Pro

I know you can, or so I was lead to believe anyway. But I cant for the life of me see an option anywhere. On a custom catalog item I created its still forcing Amazon shipping.

This is not good, its a pretty heavy item. They have it at $7. Shipping is actually over $50

Where they get their rates from is way beyond me. But I'm not eating $40 in shipping

Can it be changed and if so, how?

I emailed them and this is the reply:

Pro merchant sellers do not have the option to define their own shipping rates.

Our Selling on Amazon program offers the feature where you can define your own shipping rates.

Whats the difference here?
