Do I need to register and add funds to a VCC when using for Verification?

So I'm new to the VCC thing. I'm using a VCC for verification on Amazon. Do funds need to be added to the VCC? If so how? And is there a way to add name and address info to the VCC or do I just fill that in on Amazon. I purchased Amazon Ghost, but from what I can tell this info isn't included.
