Does the Velocity Limit go up when you register your CC to pay?

I've heard that the Velocity Limit for sellers on Amazon will go up when the seller verifies the card for making payments to Amazon. Is this true?

I know Amazon will charge the bank account of the seller if the seller can't prove he/she shipped an item.
