What's this new EIN/income tax business?

Anyone researched on this, been looking around for the forums for a while.

I understand that we only have to submit tax information if we surprassed both 200 sale items and $20,000 in gross sales, but other than that are we still safe to sell on amazon through the next year without ever having to submit such info as long as we stay under the limits?
