When exactly can buyers file an A-to-Z claim?

This question is about the shipping time.

The is an "estimated delivery date"(range of dates) by each of my orders. Can a buyer file an A-to-Z claim for not receiving the item BEFORE the latest "estimated delivery date" date?

Yes they can, I think they can file as soon as they can leave feedback ( which is usually 3 days after purchase ) if not sooner...

Kind of bad but they can lodge it at any time....
