new amazon account tax id before first listing

I Created a new amazon account today and it wanted me to provide tax ID before I listed my first item and would not allow me to list before i completed the tax interview thing

Has anyone come across this?

What type of account did you open?

Some users have opened Pro accounts & been asked. Other users have not been asked.
