According to the information available on Amazon you can sell on Amazon-com if you live in Vietnam.

If you go to Amazon you will see the requirements.

They can but they usually dont last long if they ship to USA as buyers kills their feedback and shipping time sucks

Agree with Gamefreak - buyers dont like the Asian sources especially on the .com site (in general)
