Where can I buy prepaid card or VCC(safe)?

I do not have credit card.
I from china. how can I buy a prepaid card from USA/EU? is that possible remotely to get?
so that I can register on amazon buyer and purchase something.
or can i find a fiverr or any one else buy a prepaid card for me?
any thing need for a prepaid card? SSN is a must?
