You cannot refund more than the actual purchase on a gift card, this has do with money laundering laws.
If you have refunded the customer he cannot open an a-z.
This customer I suspect is going to leave negative feedback in any event due to the fact that he is calling you a lier already.
I would send him a polite email explaining you are unable to refund him the extra $10 and leave it at that.
If you get a bad feedback try having it removed.
