Amazon - Html in Description

I noticed several of the more popular listings in my category contain images in the product description. When calling amazon, I was told any html is in violation of amazon policy- but clearly given that the top listings all contain images, html is allowed for at least a select number of sellers.

I'm not interested in breaking any rules, It would just be helpful to know whether its possible to qualify for html privileges.
