AMZ Seller fees

Does anyone know:

I have anew account and accumulated fee's greater than total sales...how does Amazon recover their fees?

(1) do they charge the card on file
or
(2) do they debit the bank account on file

Does anyone know how to pay the seller fee's if the card on file is VCC that has no money loaded on it?

Best suggestion I can make is sell some more goods. If the card is declined they will ask you for a new CC but won't suspend your account.
