To be fair, there's a lot of misinformation going around as to what Amazon can and cannot track. Many users are confused. That's why we have to help give them the right information.
Phone numbers are re-used. People move homes and leave the old phone numbers behind. IP's are re-used, nothing is 100% clean. My view is if an IP is used to open an account from a deleted/suspended account and has never been used since to access amazon you will fail to open an account. A public IP like at JFK you would be fine as so many access amazon from that IP.
If you feed cake it could possibly belong to someone else no? How can one be sure it is not used?
Do you know how many citizens have been born in the USA since the SS#'s were invented? Millions. The odds of you matching a random nine digit sequence to a random persons name, and both MATCHING, are one in a billion. You'd have better odds of winning the lottery.
It's like asking "What if you accidentally match a real name to a real address on eBay?" You won't. If you do, you should be helping the police solve murders.
