Can I make a new account removing the card in my old account with no suspension?

Ok so in my old account I made it so I can't finish the selling sign up process without putting my tax info. I need to make a new one and I don't want to make a new card is there a way to remove the card from my old account and put it in on a new one without getting caught? I've started the selling sign up process on my old one and I'm unable to finish it.
