Your Amazon selling privileges have been removed - confirm shipment

Today I receiver an email from amazon: Quote:
Hello,
We recently contacted you about confirming shipment for orders you have not actually sent to buyers. Because you are still confirming shipment before sending any part of the order, you currently may not sell on Amazon.com. Funds will not be transferred to you but will stay in your account while we work with you to address this issue. If you have any open orders, please ship them.
| So I did not to how to write better appeal for Amazon, Because some of my case is not same with anyone on there.
Hope who can help.
I'm research and know about all my order tracking are correct, But some customer outside USA and I were not ship it to (I'm small business). Which amazon robot still counting about tracking number.
