When percentage triggers a poor rating for Order Defect Rate

So I have recently fallen into fair performance for order defect rate due to some poor (unjust) feedback,

1.23% short term and 0.8% long term, obviously I'm doing everything I can to lower those fugues but does anyone know at what point it would fall into poor performance if the percentage continues to rise?

If everything else is good, and the account is aged you should be ok for short term. I hit those numbers not too long ago and it passed without a problem.
