The rights owner has sent a message to notice@amazon, and received a reply that basically said "thank you for resolving the issue with the seller," but I still have not received a reinstatement message for the listings, or been notified by amazon that the complaint has been withdrawn.
Do I need to contact amazon asking them to reinstate the listings?

You don't need to, I usually do though just to be sure and get the rights owner to send me a copy of the email which I copy and paste into my email for Amazon.
Usually anywhere from 1-5 days before reinstatement.

AZ always delay it can takes from days to weeks and even you don't know what right owner write email to AZ as normally they write that seller agreed not to sell our products if futurer which means they will remove this complaint from your account but if you list this item again boom permanent suspension

I was CCed on the email, the complaint was withdrawn unconditionally

Trust me, they're not trying anything tricky here. There's some stuff I'd rather not disclose, but the rights owner is definitely doing what I told them to.

I've noticed Amazon will send you an email confirming the receipt of a release from the rights-holder if it fits whatever criteria they are looking for. If you haven't received an email from Amazon, it might be worth it to see if the rights-holder will send their email to them again, making sure your account email address and ASIN are listed.

How long does it take for them to do this after acknowledging to the rights holder that the resolved email was received?
I don't like sending unnecessary emails to seller performance if I don't have to.

Whenever I've received the confirmations from Amazon, they've typically been within 24 hours.
I have a feeling a lot of messages from the rights-holders to the Amazon notice address don't have the correct info and so aren't properly linked to an Amazon account. It's best if you can have the rights-holder CC you when they send in the email to Amazon so you know exactly when it happened and have a copy. You can also then verify it contains the exact info Amazon asks for.
