I want to create US account and selling on amazon com site.

Amazon.com write: The credit card you have identified in your seller account must be valid in order for you to be paid for your sales. If for any reason it is invalid at the time of settlement, payment will be delayed.

I searching this credit card for paying on my sales

The Amazon fees are taken from the Amazon account. Unless you provide your own CC to pay for the fees, you'll need a balance on the account. Or you can look around in the marketplace for sellers that can custom sell you CC's with a high balance to cover fees

You go to a bank's website and apply for a credit card. Duh.

You can buy a VCC to get your account up and running, however, they usually only have $5 credit on them for verification purposes. The monthly fees are usually deducted from the balance of your seller's account, so make sure you sell some items right away. Even if you have to list few things that don't provide you with any profits, do it just for the sake of having some money in your account so Amazon can charge their fee to it.

can i withdraw amazon balance without payoneer, just withdraw on bank account, if bank account name and address doesn't mutch with my amazon account?

You need a bank account to withdraw Amazon funds - some banks will work with mismatching names, others won't. Do the research on what bank you're using and you'll find out :)
