limited due to Australian anti-money laundering laws‏
 
hey guys,

today got the money laundering email from paypal, its but i have a problem.

this is the issue regarding to amount of id they are asking for:
birth certificate in mothers maiden name
dont have license due to medical reasons
live with a couples of friends and the utility bills are not in my name

but what i do have
3 different bank accounts
medicare
ATO business registration
verified paypal account linked to bank

i wouldnt mind if it was a small amount but i sold a domain name for 2300usd and as soon as the email came through saying that i got money.....2 seconds later got the 'anti money laundering' email.

all of this exceeds 100points in any other situation but from what i read about paypal......im not too sure.

if i call them and explain the situation will they help?
or should i seek the services of someone creative?

any advice would be great

Welcome to the forum,christos.:yar:

Since you've the ATO business registration, you should be fine. You've got a 'sound' piece of paper to let paypal know there's no money laundering going on. If the account has been OK, it's just routinue, imho.

I'd be inclined to phone them. B4 you do, get all your info together, including your password. Try to stay away from utility bills etc but offer your 100 points just like you wrote here. Be firm but polite: I further suggest you ask for a supervisor to present your case. Get the name of anyone you speak to on the matter.

Thanks for your response.......i was going to call them in the morning and see how i go.

Im just greatful that i am not using ebay from what ive read, paypal will be avoided in the future as they dont have the authority to ask for 100points id like the banks do.

I will definitely let you guys know how i go seeing it would be helpful for others.

who do they actually use to verify the information?
or is it just done on the amount you send them?

I work in i.t and ive not really heard of a company that isnt a financial institution / law related industry that could demend that amount of info, correct me if im wrong but paypal doesnt that title in australia.

paypal would be the last people i trust LOL's

they said they are exactly the same as a financial institution but have the power to ask for more than 100points of I.D

So in fact this is an off ebay transaction AND you can comply with all ATO regulations?

yeah i spoke to a supervisor named Matt.

the sale was outside of eBay and via a domain auction website

Basically what I need to do is provide residential details for my friends house in sydney (bill or something)

Was even told that they dont accept military ID (wtf?)
and he said he would try and help me with my tax documents but other than that i would not have any chance.

its easier to teach 20 stray cats to do circus tricks than deal with these guys LOL's

This is a load of hogwash from paypal.

Go to this site: Home - AUSTRAC is Australia's anti-money laundering and counter-terrorism financing regulator and specialist financial intelligence unit. (this is the definitve one)

Scroll down to LEGISLATION. enter AML/CTF RULES. Look for section 4.3.3. & 4.3.5
this should confirm what you have on your business ID etc. Cut & paste whatever you need to make up a document to send back to Matt to explain that you are already complying with the law and therefore paypal can unlimit your account.
BTW, this Dept gets many calls about paypal trying this on :ranger:

hey greenbean,

thanks for the link, and very interesting reading so i will go over it when my mind is clear.

might have to get creative on this one and then kill the pp account once im done.

I think education is the only way to beat pp so i will keep you guys posted when i email the stuff to them tomorrow.

This is so horrible with paypal :rant: . i'm restricted since nerly 2 weeks. now got this message. hope it works out.


I have reviewed your account and I can see that to ensure
that PayPal complies with the Australian Anti Money Laundering laws; we
are required to validate your business account details when your account
balance has reached $1000. As such we cannot downgrade your account or
make any changes to it until this verification process has been
completed.

I can see that you have provided your driver’s license in relation to
this matter and do thank you for doing so. We can use this as either a
proof of identity or address but we cannot use it for both and should it
be used as a proof of address the address would need to be added to the
Pay Pal account. Should you choose to update your address to correlate
with your driver’s license then you can do so using the following steps.

Here’s how to add an address:

1. Go to URLl] and log in to your account.
2. Click ‘Profile’ near the top of the page.
3. Click ‘Update’ beside ‘Address.’
4. Click ‘Add Address.’
5. Enter the new address and click ‘Save.’
6. If you have a credit card or a debit card on your PayPal account
associated with the new address, select it, then click ‘Save.’

If the new address is your home address click 'Make Home.'


Note:

* You must have at least one address on your account. You can’t
remove an address until you add a new address and make it the home
address.
* You can’t remove an address from your account if it is your credit
card billing address.
* If you are updating an address that is linked to a credit card or
a debit card on your PayPal account, update your address with your card
issuer before you update it with us.

If you update your address you will need to provide an alternative proof
of ID. Please refer to the list below for accepted forms.

An Australian passport
A current foreign/United Nations-issued passport
A current Australian proof of age card issued by a State or Territory
A current national identity card
An Australian birth certificate
An Australian citizenship certificate
A citizenship certificate issued by a foreign government (if not in
English, accompanied by an English translation prepared by an accredited
translator)

Should you not then you will need to provide one of the following.

A utility bill, eg electricity, gas, water or landline phone (issued
within the last 3 months)
A notice of council rates (issued within the last 3 months)
A notice of tax assessment by the ATO (issued within the last 12 months)

A Centrelink statement recording a financial benefit paid to you
(issued within the last 12 months)

As you have registered with us as a sole trader we do need to verify
this and as such we would request that you please provide a Certificate
of Business name registration. Should you be unable to provide one then
we would request that you change the business name on your account into
your own name and I have included details of how to do so below.

Here’s how to change the name of your business:
