IP /// Balance withdrawal

Hi folks, 2 questions that would like to ask.

1. Is IP address really that serious for a stealth account? I know cookies definitely are, but apart from those elements, what if some paypal user only go to public area (like internet cafe) to login their paypal? I'm sure there are many users sharing the same IP address but their account still going well? Paypal knows that, is it still necessarily to change IP?

2. If I know my next withdrawal to bank account is going to cause limitation and transfer will be reversed, is it a better way to actually send the amount to other paypal as transaction can completed almost instantly and less chance for paypal to reverse them?

1st. Never use a public Wifi, it will or can cause problems. This has been discussed on other threads many times.

2nd. Do not make it a habit to send money from 1 paypal to another, it will raise flags and your account will be limited, this also has been discussed on other threads. Sending 1 or 2 times might be ok on small amounts but not recommended.

3rd. The search function is your friend, use it wisely.
