Paypal tried to take money from my bank without my permission to cover neg. balance
 

This is what I got this morning:

Reversal: Insufficient Funds in Bank Account

Hello XXX,

Your PayPal Bank Funding payment cannot be completed because your bank informed us that there are insufficient funds in your account to cover the amount.

As a result, your Bank Funding payment has been reversed and your PayPal account now has a negative balance

We recommend that you increase your account balance so you can continue using your PayPal account. If you use a credit card to fund your next PayPal payment, the payment amount will increase to cover the negative balance in your PayPal account.

User Agreement.

they have your permission the moment you accept their user agreement.

Error on your part.

Go back and read the T&S of paypal.

When you agreed to use them, supplied the bank account info you gave them permission to do what they did.

So I've gone through many threads and people usually say they're not permitted to do that and that's illegal for them?? Are they refer to the case when user has already removed bank account/closed paypal account? Please correct me.

That`s incorrect anytime...'anytime' you provide pp with your bank account for VERIFICATION, you give them authorization to dip into your bank account to cover neg. balances. Now you have learned this - not much you can do.
