Paypal limited for 2 years now
 

Since the last 2 years my paypal has been limited, I've got myself a new bank account.

I was wondering if I could register another paypal under my name from a different IP address such as my school and then add my new bank account?

Would I be flagged and limited again? Note that I'm still living in the same house. I was going to change the address slightly and if they asked to show proof of address, I'd just use a marker and change the number 5 to like a 2 or something.
