In Dec 2014 Paypal accessed my bank account for a small amount $20. I don't have a Paypal account but they told me my account is being used by someone else. I have today lodged a complaint with NSW Fair Trading
The problem with this is Paypal Australia don't verify accounts and when contacted told me to go to my bank.

I buy things on the net but haven't used Paypal or Ebay for a few years. I much prefer to go to the source for the product I want, much safer as you are covered by Australian Consumer law and in my experience the product comes much quicker and if there is a problem it is fixed immediately.

Paypal and Ebay fall outside of most consumer laws and in the case of Paypal outside the banking industry even though they process billions of dollars

You should simply talk to your bank's manager about the unauthorised payment. Should be an easy fix.

Who told you that you have a paypal account being used by someone else?

getting the cash back is not a problem and being $20 no big deal, it's their attitude that pisses me off.

in answer to your question, paypal told me who it was but no other details

for the record, if you have a problem with Paypal you can report it it to APRA and looking at some of the posts this would apply to sellers

so its literally a case of stolen identity correct?

someone using your personal details as well as your bank account to operate a paypal?

no, just the bank account

which means paypal do zero checks on the account that is operated

from a consumer point of view I haven't used Ebay or Paypal for a few years and won't again, much more protection by going direct to the supplier

NSW fair Trading got back to me with 48 hours and were helpful

I found a new contact email for Paypal Aust boss, he's on the Australian Payments Council email info@apca.com.au

If you have no paypal account, you get your bank to resolve the issues because of an unathorised transaction.

paypal will not listen to you. You avoid being the meat in the sandwich by letting the bank do the work.
