New Paypal account limited after 2 days? Unlucky?

So this is the second time this has happened. Is it unlucky or is something triggering it? They are requesting ID as a security measure due to 'randomly screening accounts'

I called up Paypal the other day and had a chat with one of the women on the phone.
She said recently they have increased surveillance new sellers (within the last 6 months or so).
21 day holds/account monitoring all of that will increase.
This was happening to me on a 6 month old power seller 100% account...

List your steps on account creation ohmr if you want informed analysis - hard to guess what you might be doing wrong
