VCC denied by issuer by PayPal in Aus

I'm trying to make my own stealth accounts as I'm yet to find a seller. I tried entropy for virtual credit card for PayPal verification and said denied by issuer.
Can I just use sub accounts in my bank account to verify or what other cards can I get that will work?
Also do I need credit card and bank account for low selling account to get by?

Did you have enough money on Entropay card to survive a test chage?

Subaccounts in your bank account have their OWN bank account numbers?

It is always good practice to verify the paypal account with bank prior to selling - cc increases security and helps to increase limits (sending) but isn't mandatory...
