Reserve Not Met

If I list an item with a reserve, and the buyer wins the auction, but doesn't meet my asking price, can the buyer leave me negative feedback if i decide to cancel the transaction?

If the reserve isn't met then there's no sale can't pay leave feedback etc. only if you decide to do a 2nd chance sale.
