Yes, Depends on the category and what is the item you listed, and which Ebay country, some items in one or two Ebay countries appear instantly, that is like 5%, but 95% over all, between 12 hours to 24, rare times 48 hours

On the weekends in the category electronics or cell phones. I believe they have a time set is to where it gets refreshed because of the amount of traffic they receive on the weekends'. Usually around 12 hours From what ZoonVoo has said.
