eBay not letting me change the shipping cost

A screenshot of the message I get is below, when I try to add or edit a shipping policy. It has shipping policies/prices I've used in the past, but for this item I'm posting I need to change them. Things work fine on ebay.ca but it's ebay.com that I want to post on, but is giving me this issue. (I feel like I've gotten more exposure on there compared to .ca. )

Is anyone else having this problem? Checking My eBay does nothing. The account is almost 2 years old btw.

i think you may have shipping policies set up on your account you need to opt out of them.

How would I opt out of them?

When I hover over 'Account', then click 'Business Policies', I get the same message I posted above
