Non-established PayPal seller

Does any know how one can become an establish paypal seller?

Notice im referring to paypal not ebay.
I'm already an establish seller, but funds are still being held as im not an establish paypal seller.

You need more completed transactions / tracking etc

does anyone know what the requirements for paypal is?
Ebay is laid out very clear, but paypal doesn't state the requirements.
Eg number of sales, for how long.
