Aussie VCC for non Aus residents?

I'm based in the UK but I need to open an Australian PayPal BUYER account and I need to link a credit/debit/prepaid card to it, which must be linked to an Australian billing address.

What VCC provider can I use? Considering that I am resident in the UK but the Billing address of the VCC must be an Australian address...

Please let me know if someone knows anything...

Are there even Australian VCC's around?

I don't think so i only saw Vietnam and US VCC's.
