I have an account set up in my girlfriends name, there’s currently no credit card Strachey to the account if someone wants a refund. Does anyone know a good load and go type card that can be topped up that eBay will accept?, what’s required to register the cards?

Physical visa or mastercard gift care from convenience store should still work as a cc

I don’t have a store and get enough free listings a month to cover me, it’s only if someone wants a refund I’d need the card

if it is MP,then it would take it from your MP balance if there is any fund,if not ,it would go after your bank account,unless your country is different.
Paypal is different,it would charge your credit card.

MP balance is NEVER able to be used for refunds, the only time it will be used is when a case is opened against you and you do nothing and it gets escalated and ruled in buyers favours, that's when they will force the refund from your MP balance.

From ebay help pages:
" How refunds work
When you offer your buyer a refund, the amount will be paid from the total of your Available, Processing, and On hold funds. If you don’t have enough funds to cover the cost of the refund, the amount will be paid from your linked bank*account or an on-file payment method.
For example, if you issue your buyer a $100 refund and only have $80 in Available, Processing, and On hold funds, your payout bank account or on-file payment method will be used to fund the remaining $20
When eBay issues a refund to your buyer on your behalf*due to an eBay Money Back Guarantee case or payment dispute, the amount will be deducted from the total of your Available, Processing, and On hold funds.

But I did not make this information up, it is partially true and depends on the scenario.
So my advice was still correct in some cases (I don't recall which ones), but from my experience when someone either opened a dispute or I initiated a refund it was charged to my bank on file despite having available funds in my MP Balance or funds that were on hold from that disputed transaction that I accepted a refund for.
This has been my experience on multiple accounts.
