Pos feedback on a bad note?

A seller left me a pos feedback on a bad note as I gave him a neg due to not sending the item and when I got it a month and a half later it was missing things and it was stated as brand new, will ebay remove this false feedback?

You can't have good feedback with a negative tone to it.. .they call this feedback manipulation.
