Cannot Make Acc

Hey Guys,
I can't seem to be able to make a New Paypal, it keeps coming up with Signup cannot be processed or something along those lines..
My Question is, Does Paypal Track you Through your IP, Your MAC, Or some other form?
And Also the same for eBay,

Give the book a try. Definitely the best investment if your getting back on eBay. I've got 4 Power sellers accounts going strong thanx to the book and this forum. :-)
