what bank accounts can be used to make a stealth account? are there any online banks that can bank verify AU paypal accounts?

UBank ask for a Driver's License number, is this a bluff or can they actually check with VICroads for it? I'd be pretty unhappy if they could since they're a private corporation and shouldn't have access to government databases. So what's the verdict?

That I understand but can they actually access vicRoads database to confirm which I just can't see how they can legally do. They're not an authority or government agency, they're just a company.
