new phone,new account

o.k so I have a new phone -new to me -it has the hot spot thing on it. Now do I need to strip? this phone I reckon ebay was logged into it by previous owner.
Will this cause issues with ip address as in they may have logged into their account with it and I may log into a new account with the same ip??

I am new to using internet on phones

You should reset the phone. Also ips wont b a problem just keep track of urs
