Reformat PC or create new user

Just wondering is creating a new user on Windows 8 enough or do I have to reformat and start again, ( I had an account that was busted on this machine ages ago and have been using my phone every since to log into ebay ).

create a new user, it will be fine.
Create a new "you" for everything.
