Transferring funds from Stealth US Paypal to AU Paypal
 
Has anyone encounters any issues with transferring money from a US Paypal Account (which has a US Ebay Account attached to it) to an Australian Paypal account? e.g. limitations

I'm thinking you would have to leave the funds in the US Account for 21 days before any transferring is done.

Eventually keep doing this will get you a permanent limitation or one that requires you to provide a LOT of information. Withdrawing to a bank account is what you want to be doing.

If this is your plan to cashout the paypal account better reconsider.
As Callidus said - only a matter of time before all involved accounts are limited.

Depends on how well the accounts are established, on a new account it would most likely immediately go under review and possibly reversed, on an older established account that has a history of similar transactions shouldn't be a problem.

So just to confirm, the best thing to do would be to attach a bank account and wait a couple of days from which funds are received before withdrawing the accounts right?

If you plan to withdraw on a regular basis then yes, if not then just send it.
