OK then, well he literally should not post in threads just for the sake of it.
And then lie about experience with the topic in question, just to justify a post...

OP:
That's the thing. You can add it to a US PayPal but within a few days, PayPal will remove it automatically because they will be unable to recover the 2 small verification deposits that they make, since Payoneer don't accept debits from the accounts.

I understand, well if it can be used at least few times to withdraw thats good.

If parsierngue's post is accurate then you won't be able to use it for a single withdrawal, because it will be removed before it's verified.

Just out of curiosity, what routing number is your Bank of America account showing? BoA has several different routing numbers which they use depending on what part of USA your account is opened in. But to the best of my knowledge they don't have any sort of "international" routing numbers which Paypal could block without blocking all BoA accounts.

It depends on the country of the PayPal.

For US PayPal, nothing has actually been blocked, which is why you can add the account. The only thing that has changed in the last few years is that PayPal now try to recover their deposits, and remove any accounts where this will fail (Payoneer). Payoneer worked in the past because this wasn't always the case; PayPal would make the deposits and let you keep the money.

For international PayPal accounts, the actual routing numbers have been blocked. So you can't even add the account in the first place.

That makes some sense. But if the account is showing as a BoA account with a BoA routing number, then what would stop Paypal from retrieving their test deposits?

Only thing I can think of is the regulations which require ID verification for pulling money from a USA bank account.

I'm not sure why Payoneer has the debit restriction on their accounts, but that might be why they are careful to refer to it as the "US Payment Service" and not an actual bank account. The same thing applies to their EU Payment Service as well by the way.

Edit:

If I remember correctly, I actually had some withdrawals completed before PayPal removed it, since the withdrawal completed within 24 hours and I was able to withdraw while the account was still unconfirmed. If you had any withdrawals still going at the time of removal however, they would most likely be cancelled.

If OP doesn't care about the account for long term and just wants money now, then it's worth a go.

you can withdraw on payoneer from paypal, and cash it via mastercard from ATM.

Payoneer does not work with PayPal. If anyone here claims it does, it would be a fluke. if in PP lets you add Payoneer account, it will be removed or rejected once you try to w/d to it. Been there done that.

This is NOT true. Payoneer works with PP (at least US). I have personally added it to my real account and in fact last week I have accidently withdraw money there and had ZERO issues. Proof below.

Now, if you want to add it thru their system prob it will not work, I have tried many times and I always got an error. They way I did it is to call. They even confirmed it at the same time. So, it works/will work ONLY if you are using your REAL info since you have to go thru some sec questions before they add it to our account.

Withdraw was a mistake since I have a "real" bank account tied to it. I haven't attempted another one but I guess it will be successfully as the first one, no reason will trigger something on their end.

Now Payoneer not works for new paypal.If your paypal already linked Payoneer no problem.
