No, but there isn't even any point in VBAs for European Paypals. European Paypal accounts can be fully verified with just a card.

make an account in a country that paypal allow withdrawing to a debit card and attach one. that's the only "VBA" you can find for Europe. if not, then just open some bank accounts, all countries allows you to open bank accounts, even for foreigners.

You have to add bank accounts or credit cards in European PAYPALs. But to withdraw the funds, you must add bank accounts. Bank accounts are more solid than credit cards.

Its a term used for a single use bank account, be it with an online bank or a traditional bank
