Any VBA account to send small amount?

Does anybody know a VBA service which can be used to send small amounts of money and can be verified with normal document as passport and bill. Not like sending video of your self when taking a dump with your passport in hand. Photo of your left foot toe and etc. :pound:

VBA cannot be used to send payments. They were used to verify paypal accounts ONLY and even that is not something you can find here these days.
