There are a lot of, try search the web for bank accounts for expats or non residents. In germany the DKB (which is a big bank) offers just that, verification with your passport - even if you are not a resident of the eu and born in a 3rd world country. The whole process can be done online.

DKB only accepts clients who residing in Germany, Austria and Switzerland
