Understanding virtual bank

I'm totally new to the Vba I always use real banks I can't now because of what is going on in the world. Ok am I understanding this right ? I want to make a vba for ebay/pp. I was thinking of useing Netspend Prepaid Card (https://www.netspend.com/). .
Is this right so far I need to give them all my real info they will give me a bank account number and mail me a debit card? Can I withdraw the money from PayPal to that debit card by linking it to PayPal were it says add a card to withdraw to or can they see it's me then banned me ? Any help would be awesome. How long will it take to come in the mail 2 weeks? Or is everything a vcc+avba???

Do they all provide cash cards? We can use them for verification ? Or to withdraw money?

Does paypal accept MOVO anymore?
I heard from another forum it doesn't

Please guys, please confirm if you have used MOVO successfully with paypal recently

You cannot withdraw using movo bank account, the transfers are always rejected. But you can use movo vcc to withdraw from paypal

On their vcc yes but using main bank account, no
