I have the problem that I can not specify a new recipient because the SMS does not arrive. It is also not possible to use a new number. I have to say that it is an account in Germany and I use an Asian number. That always worked perfectly before.

Its actually not true, but your case might be that they just do not send out to this specific phone number you gave.
