Does anyone know how I can get on Payoneer a Canadian Bank account?
Payoneer , you can still sign-up without an ID from many countries. Just not US.
and you just generate a random bank account with IBAN generator, Choose any country from EU.

You can try to open a new US Payoneer account and they will provide you with Canadian bank account as well.
