Does software company like "Tipalti" has authority to check if the SSN is valid?
 

On Distrokid I had to submit my tax documents in order to withdraw money from them. Because I use ⊗⊗⊗⊗ name on that account I used autogenerated SSN for submitting those docs but it was rejected "We failed to validate the SSN you filled on your submitted W9 tax form".

But how they know if the SSN is valid without asking to send the photos of the document? For example for PayPal you can also use autogenerated SSN, but then they ask to send the proof - the photos of the document.

W9 is an IRS form so it's possible the info you provided was rejected by the IRS instead of the company you're dealing with.

I don't know if it's still the same but you used to be able to put a made up SSN on a Paypal and most of the time you'd be fine for a whole year, until Paypal sends a 1099 to the IRS with your invalid SSN and it's gets rejected.

SSN number in each state follow a format and number range, its easy to validate the year and state in which the number was issued. If you are just auto generating random number sets and not validating if the format is at least correct the SSN won´t pass the most basic check. Tipalti is a licensed money transmitter in the USA and they work with a lot of major banks which means risk management and TIN verification are major parts of their business so even an auto generated SSN with a valid format wouldn´t pass.
