I think local bank in Moror Banque Centrale Populaire,
but for what purpose you use it ?
Is it a stealth account or an account for your company?

with all paypal accounts based outside of major countries it is always reasonable to check if they allow to use USA bank accounts as paypal allow VBA's and it may be possible to use those rather then using local banks

its a stealth account, I've tried to link a USA bank but PayPal won't let me and ask me to call the support

it is better to call and ask , in many instances they can allow to add it manually
