they can't accept missmatch names from Amazon, PayPal ect.

It's to do with payoneer itself and not the web platforms

no they decline. but if ebay will be suspended and ebay will sent money. they will arrive to payoneer

Payoneer has been known in the past to have potential issues with mismatch names in a rough way - if you're not having these issues, that's great - perhaps your withdrawal plan is flying well
