Ip for ebay ca accounts

Ok so iv done some testing, and I can say. Using a USA IP to create canada ebay will always get you banned forever. Please tell me if this wrong. Do I need a canada ip for a canada ebay? Thanks!

You should use canada ip to at least CREATE the account from my findings. Once you work with the account and cookies are in place, you can use USA IP (I've done it without being banned).`
